The rules are simple:

Whoever is in this room wants to hack and talk with fellow Perlers.

Come and talk to anybody, even the most famous Perl celebrity, White Camel award winner, or regular human being. Start a new project, hack on an existing, or get everybody enthusiastic about what you do.

You can also come and wait for someone to talk to you. It might help if you do not hide behind your laptop screen with the face to a wall. ;-)

For those uncomprehendingly wondering what that all might be good for: Think of it as a real world IRC. Strange, but could be fun, right?
